Sectors
Sectoral Studies as a base to unite civil society, government and donor strategies.
In order to have a good point of departure for further needs-based programming in respective areas, UNITER analyzed various sectors of Ukrainian civil society. Tapping into local capacity, experience and expertise, as well as using its own resources, Pact is planning to produce sectoral analyses in sectors such as:
- Land Reform
- Pension reform
- Employment and labor issues
- Consumer rights
- Institutional reforms
- Education reform
- Cultural policy
- Government transparency
- Regional Integration and Foreign Policy
The sectoral approach takes a close look at the role civil society organization should play in the reforms that are currently on the government agenda and closely related to citizens' interests. Sectoral papers identify the key areas of reforms to support by looking at public opinion, local and international views and the Government of Ukraine's reform agenda.
The government's reform agenda are referred in a handful of legislative acts while in terms of international views, Pact relied primarily on the so-called "Füle matrix", a list of conditions of the European Union for Ukraine's further integration into the European systems.
Each sectoral analysis consists of the following parts:
- Policy analysis of the key problems in the sector.
- What do main civil society initiatives address? Who are the key players of the civil society? What is their perceived impact?
- What are the opportunities? What is missing from the civil society to address the problem?
- What are main donors concentrating on?
- Recommendations for policy and development intervention.
